Partnership in Action

LA:RISE connects partners across sectors under one common goal: to ensure Angelenos experiencing barriers to employment step onto their path to economic mobility.

The participant’s journey leverages four key assets from our partners:

  • transitional employment at an employment social enterprise
  • training and services from a workforce development agency (e.g. WorkSource Center, YouthSource Center, America’s Job Center of California)
  • placement in the private sector, public-sector within the City and County of LA, or in a vocational training program; and
  • retention support with a partner who works with them for up to one year, acting as a safety net in case barriers emerge on their path to self-sufficiency.

REDF serves as the lead program manager for LA:RISE and provides technical assistance to individual partners.

LA:RISE Partners

Employment Social Enterprises

Employment social enterprises (ESEs) are market-facing, revenue-generating businesses that provide transitional employment and 360-degree support to people breaking through employment barriers. ESEs help people stabilize their lives, build their skills, and succeed.

Workforce Agencies

Workforce development agencies provide job readiness training and supportive services that bookend a participant’s experience working at an ESE. They work with people from the beginning of their transitional job through a more permanent job placement and provide long-term follow up post-placement.

Youth-Focused Partners

A subset of WorkSource (WSC) and YouthSource (YSC) Centers provide 250 hours of transitional employment to young adults participating in LA:RISE. WSC and YSC caseworkers offer support in the form of transportation, clothing, resources, counseling, and ultimately placement into more permanent employment once a participant’s transitional job concludes.

Retention Providers

Retention providers provide wrap-around support and resources to ensure job retention and lay the foundation for upward mobility. They assist with referrals to health, housing, educational resources, and personal and financial coaching as well.

Innovative Features of LA:RISE

Job Readiness Assessment

A standardized tool used by all partner ESEs, this assessment evaluates each candidate against a set of indicators to ascertain whether they have both the foundation and skill to get and keep a good job.

CalJOBS

A data tracking system for all LA:RISE partners, CalJOBS serves as the platform through which social enterprises and workforce agencies can seamlessly and efficiently coordinate services to shared clients.

Full workforce integration

WorkSource Center partners and America’s Job Center of California partners are not just physically co-located at the social enterprise site, they are integrated into their program and organization. Individuals from both of these agencies are seen as one seamless team, providing customer-centric case management to all LA:RISE participants.
